Frank represents the firm’s German speaking corporate clients whenever legal assistance is required on issues such as corporate law, commercial law and, generally, civil law. He specializes in energy law and renewable sources advising on all aspects of Italian law in relation to the development, construction and implementation of energy plants (CCGT and Renewable); assistance in negotiations with public authorities (Ministry of Productive Activities, Local Municipalities, Regional Governments, as well as the relevant boards of the sector, such as GSE (Administrator of Electrical Energy Related Services) and GME (Administrator of the Electric Market); assistance in negotiations and drafting of all necessary legal documents regarding the securing of land; due diligence on the documentation provided by eventual partners that are involved in the development of a (renewable or conventional) energy project, and, finally, assistance in the negotiations and drafting of all necessary legal documents regarding contractors, sub-contractors and suppliers.
Regarding Frank’s recent engagements, of particular interest is the legal assistance provided to a European utility company regarding the acquisition of an 800 MW CCGT plant, as well as assistance to various British and German funds and banks in connection with the acquisition of various wind power plants in Italy ranging from 50 and 140 MW. In addition, Frank has developed significant expertise in many other aspects of energy law including: current legislation and government aid of solar energy in Italy and is currently assisting a number of the leading producers of large scale photovoltaic plants in all their business operations in Italy.
Frank is a member and regular speaker at Associated European Energy Consultants (“AEEC”, www.aeec-online.com) conferences and events on legal matters regarding energy and renewable sources of energy.
