The three European supervisory authorities (EBA, EIOPA, ESMA – the so-called ESAs) launched a public consultation to gather information on greenwashing risks and practices in the banking, insurance and financial sector.
The Call for Evidence stems from the need to better understand which sectors might become more susceptible to greenwashing, due to the increasing demand for sustainability-related products, rapidly changing regulatory regimes and sustainability related product offerings.
A more granular understanding of greenwashing will help to guide the policymaking and the supervisory activities and will promote the accountability of sustainability-related marketing.
The invitation follows the European Commission’s request to the three Authorities to provide technical advice on fighting greenwashing and to supervise sustainable finance policies.
All interested parties are invited to contribute to the study, including financial institutions and insurance undertakings that fall under the mandate of the three ESAs as well as retail investors, consumer associations, NGOs and the academic world.
Responses to the Call for Evidence shall be submitted by January 10, 2023 and the information collected will be used for the progress report to the European Commission, expected in May 2023, while the final report will be presented the following year.

Le tre autorità di vigilanza europee (EBA, EIOPA, ESMA – c.d. ESA) hanno avviato una consultazione pubblica finalizzata a raccogliere informazioni sui rischi e sulle pratiche di greenwashing nei settori bancario, assicurativo e dei mercati finanziari.
La Call for Evidence trova origine nella necessità di comprendere meglio quali aree potrebbero diventare più soggette a rischi di greenwashing, in particolare a causa della crescente domanda di prodotti legati alla sostenibilità, dei regimi normativi in rapida evoluzione e delle offerte di prodotti legati alla sostenibilità.
Una comprensione più granulare del greenwashing contribuirà a guidare l’elaborazione delle politiche, l’attività di supervisione ed a promuovere l’affidabilità del marketing relativo alla sostenibilità.
L’invito fa seguito alla richiesta della Commissione Europea, rivolta alle tre Autorità, di fornire consulenza tecnica in materia di contrasto al fenomeno del greenwashing e di vigilanza sulle policy di finanza sostenibile.
Tutte le parti interessate sono invitate a contribuire all’indagine, comprese le istituzioni finanziarie sotto il mandato delle tre ESA, gli investitori al dettaglio, le associazioni dei consumatori, le ONG ed il mondo accademico.
Le risposte alla Call for Evidence possono essere inviate entro il 10 gennaio 2023 e le informazioni raccolte saranno utilizzate per la relazione sullo stato di avanzamento alla Commissione europea, prevista per maggio 2023, mentre la relazione finale sarà presentata l’anno successivo.
