Life Insurance Companies – Dormant Policies – Outsourcing Procedure

It is noted that PG Legal has developed a total outsourcing process, allowing life insurance companies to delegate the entire procedure for consulting the PDND platform – National Register of Resident Population – to our firm, without any involvement of the company’s internal local IT systems. It is reminded that, according to the Market Letter issued by IVASS on November 21, 2023, insurance companies have been provided with guidelines regarding access to the National Register of Resident Population (ANPR) through the National Digital Data Platform (PDND), as established by Article 3, paragraph 1-quinquies of the Presidential Decree (D.P.R.) of June 22, 2007, No. 1161, as amended by the Decree-Law (D.L.) of October 23, 2018, No. 119. According to this regulation, companies are required to verify at least once a year the death of insured persons with life insurance policies by consulting the ANPR free of charge.

To access the ANPR, companies must register with the PDND, using a Certified Electronic Mail (PEC) address, a requirement already mandated by IVASS Regulation No. 44 of 2019 for companies operating in Italy under the freedom to provide services in the life insurance sector.

Adherence to the platform is subject to the terms of the membership agreement and the “Guidelines on the technological infrastructure of the National Digital Data Platform for the interoperability of information systems and databases.” Once registration is complete, companies can access the platform and request the e-service “C019-servizioAccertamentoEsistenzaVitaapprovazione_automati.” Further technical details and support are available on the website: https://docs.pagopa.it/interoperabilita-1.
